The COVID-19 pandemic, an economic shutdown and political turmoil: Could things have been much worse in late summer 2020? Yes, it turns out they could be and were, especially for electric utilities with operations across the U.S. Gulf Coast and their customers. A series of destructive storms hit the coastline.

On Aug. 27, Hurricane Laura slammed Louisiana with a ferocity not seen since 1856, decimating T&D equipment and even damaging some generation units. More than 900,000 ϳԹ customers were left in the dark, some for as long as 35 days. Just weeks after Entergy completed restoration work from Hurricane Laura, Hurricane Delta lashed many of the same areas of Louisiana, Mississippi and Texas as a Category 2 hurricane, causing yet another round of widespread power outages. Then, on the heels of Hurricane Delta, came Hurricane Zeta, which delivered destructive high winds and heavy rains across a wide swath of Louisiana, Mississippi, Florida, Alabama, Georgia, the Carolinas and Virginia.

Destructive storms like these are an unfortunate but not unexpected part of living on the coast of the Gulf of Mexico. They hit harder in some years ― as in 2020 ― than others. The Colorado State University Tropical Weather & Climate Research team released a report April 7, 2021, stating the chance of a major landfall on any part of the U.S. coastline is 69% in 2021, compared to an average of 52% over the last century. CSU predicts 17 named storms will occur during the Atlantic hurricane season, which runs from June 1 to Nov. 30. By comparison, 30 named storms occurred in 2020, and an average season sees 12 storms.

Having been in business for 108 years, Entergy is no stranger to major storms. Headquartered in New Orleans, Louisiana, the utility survived Hurricane Katrina in 2005 as well as hundreds of violent storms before and after it. However, the 2020 season ― Hurricane Laura, in particular ― was legendary. Thanks to a well-rehearsed plan, the utility was up for the challenge.

Facing Down Hurricane Laura

Entergy lives by the adage: Prepare for the worst but hope for the best.

As Hurricane Laura gained strength over the warm waters of the Gulf in late August 2020, it became increasingly apparent to the utility’s emergency response planners this hurricane would be like the worst-case scenarios they plan for and run through during storm drills. The atmosphere was still settling from the recent Hurricane Marco when Hurricane Laura approached, making storm intensity and path predictions particularly difficult. With every mile Laura traveled across the warm waters of the Gulf of Mexico, the forecast for Louisiana and Texas became more ominous.

Entergy’s well-rehearsed storm plan calls for placing workers, equipment and materials close enough to the expected destruction to respond quickly, but far enough away to avoid damage themselves while they ride out the storm safely. As outside help from mutual-assistance partners and contractors were preparing for aid, the nearly 3000 Entergy employees in the path of the storm implemented their personal emergency plans and prepared to respond once the storm cleared and it was safe to do so.

Hurricane Laura exceeded expectations as it made landfall at Cameron, Louisiana, as a high-end Category 4 hurricane, packing sustained winds of 150 mph (241 kmph). In Laura’s wake would be the destruction of nearly 14,000 distribution poles and more than 1,900 transmission structures. Four Entergy power plants were damaged, as well.

The region of southwest Louisiana in and around Lake Charles took the brunt of the storm’s force while southeast Texas, served by Entergy Texas, sustained extensive damage that caused 120,000 customer outages. Because of the storm’s historic intensity, it continued through northern Louisiana and stubbornly held on as a tropical storm deep into Arkansas. As a result, a day after Laura made landfall, nearly 48,000 Entergy Arkansas customers also lost power.

Even as Hurricane Laura was traveling across Louisiana, the Midcontinent Independent System Operator, Entergy’s reliability coordinator, directed the utility to shed load in portions of Texas that were not affected by the storm. “Shedding load in the western regions of our system protected the stability of the bulk electric system and helped prevent further widespread outages,” explained Jim Schott, vice president of transmission for Entergy.

The most immediate challenge was the storm had taken out all nine transmission ties to Entergy Texas. This left southwest Louisiana completely isolated from the grid. “This is not a restoration,” said Entergy Louisiana President and CEO Phillip May at the time. “It’s almost a complete rebuild of our transmission and distribution system that serves Calcasieu and Cameron parishes.”

Hurricane Laura’s historic intensity caused sever damage to the Entergy distribution and transmission systems resulting in nearly 616,000 outages at its peak and impacting more than 919,000 customers in total.

Making Electricity

With the transmission lines into Lake Charles unable to bring in power from outside and the five local generating units out of service, Entergy engineers faced two interesting dilemmas: they needed power to make power and, once the utility started making power, customers needed to be ready to receive it.

As the winds calmed, restoration crews poured into the region and began rebuilding the T&D systems. Damage was so severe it would be well into September 2020 before any of the transmission feeds into Lake Charles were returned to service. The Calcasieu power plant is about 9 miles (15 km) southwest of Lake Charles. It was out of service but had suffered only minor damage, so getting it on-line was a priority.

An early major decision was whether to black start the Calcasieu plant, firing up portable diesel generators first to provide power to the fans, pumps and other systems in the station so, in turn, the plant could generate power to send to the grid. Entergy has power plants equipped for black starts, but the Calcasieu plant is not one of them. Nevertheless, its capability and available ties to transmission made it the quickest solution to return power to the region.

Black starting the Calcasieu plant introduced multiple complications. While the plant did not have its own backup generators, Entergy had some on order for use to power up pockets of the city or black start a power plant, or both. So, backup generation was on the way, but it was not there yet. Further, because the Calcasieu plant was not designed to be started with portable backup power, a lot of modifications would have to be made on the fly, with each modification carrying the risk of introducing a failure, explained Charles Long, Entergy’s vice president of transmission planning and strategy.

For some customers, a loss of electricity was only one of many problems they were facing. This home in Lake Charles was destroyed when Hurricane Laura blew a pine tree onto it.

A less risky but still precarious option was to wait for a transmission line from neighboring utility Cleco Power to be rebuilt and restored to service, and then rely on that electricity to power the systems in Entergy’s generating plant. Cleco’s transmission lines had been ravaged by the storm, as well. “In an early discussion with Terry Whitmore, vice president of transmission services for Cleco, Entergy and Cleco restoration planning teams had agreed not to depend on each other any time soon due to the extreme damage to both systems,” Long recalled.

As restoration work progressed, Whitmore kept inching in on the restoration date of the Cleco line until an in-service date of Sept. 8 appeared more and more doable.

“So, we’re at this point where we’re getting the plant prepared so that it will be able to black start, and we’ve done some preliminary tests and things are checking out,” Long said. “Meanwhile, Cleco’s return-to-service estimation on that line kept getting better and better.”

It came down to either black starting the Calcasieu plant on Sept. 7 or starting with the Cleco power on Sept. 8.

In any major restoration, getting the power back on safely and as quickly as possible is what drives every decision when Entergy leaders develop strategy for what actions to take next. “In the end, the risks associated with black starting the plant just weren’t worth the reward of shaving off a few hours, so we went with the normal operations afforded by the Cleco line,” Long recalled.

Late in the evening on Sept. 8, the Cleco tie was closed and allowed to serve just a portion of one distribution feeder in Lake Charles.

Hurricane Laura restoration crews generally worked during the day and rested at night, but some nighttime work was necessary, such as near Vinton, Louisiana.

Receiving Electricity

Getting the Calcasieu plant into a state where it could begin energizing the region in and around the city of Lake Charles was “just the beginning of the story,” Long explained.

Normally, the plant would place power on the grid and thousands of customers would consume it as it is produced. However, the grid was down and there were few customers ready to receive the power, either because of damage to their property or to the distribution lines that deliver the power.

“With just one transmission line coming in, you have to operate the plant as if it is an island,” Long said. “You have to balance supply and demand all the time to stay in balance. If you don’t, things trip and you have to start over.”

Since the amount of demand at the time was largely unknown, the trick would be to start small and work up from there until, eventually, reconnecting to the larger grid and turning control back over to MISO. The challenge was the Calcasieu plant is a combustion turbine capable of producing more than 150 MW of power. Emergency minimum output from that plant is about 20 MW. Anything less than that and the plant will trip off-line. For a town that had been without power for 13 days, the biggest challenge was finding customers who could accept at least 20 MW of power, to avoid exporting any power onto Cleco’s damaged system.

On the morning of Sept. 9, the Calcasieu plant began slowly feeding power into Lake Charles and delivering it to a few customers at first and then a few more over the next several days. The plant continued to operate as if it were in an island, “but we had the security blanket of that one line to help absorb small imbalances in load and generation,” Long said.

Part of the success of the re-energization of Lake Charles was teamwork with customers. It was important to know which of them would be drawing how much power and when. Up to that point, the Lake Charles load was only for commercial and residential customers.

Then, the utility brought a second plant, the Lake Charles power station, back on-line, which made it possible to begin adding some of the many high-demand industrial customers in the area. “Some of them were like, ‘Yeah, we’re ready to go,’ then they weren’t. And some were like, ‘We’re not ready to go, then they were.’ We were trying to just get enough flow to be stable,” Long recalled.

Entergy’s industrial account executives were working one-on-one with petroleum refineries, chemical manufacturers, major pipelines, liquefied natural gas exporters and other large-load customers that make up the enormous industrial complex that spans the Gulf Coast region.

As restoration continued, additional transmission lines into Lake Charles were restored, along with the distribution lines to deliver the power they carried. “Once we got three transmission lines energized, we started feeling more confident that we could lose one and not lose control while managing the interchange between Lake Charles and the outside world,” Long said.

Swampy conditions in Louisiana called for specialized restoration equipment, including tracked swamp vehicles, barges and fan boats.

Maintaining Load Balance

All this was still without the dispatching and load control normally provided by MISO. “Our transmission control center staff was in storm mode 24/7 during this restoration. It became their job to carefully watch their screens and remotely but manually dial the generators’ output up and down, much like we did it 100 years ago,” Long noted.

In addition, the Entergy load-balancing authority group within Entergy’s system planning organization worked closely with the transmission control center to keep things on an even keel until MISO was able get involved. Keeping the load balanced was a constant, tedious challenge. “You’re trying to wait until you get enough load so that you never drop below the minimum of whatever generators you’ve got on, but you want room to grow so you can add generation to get things closer and closer to normal,” Long said.

Eventually, structure by structure, line by line and substation by substation, the Entergy T&D system was rebuilt and reenergized. Entergy employees, mutual-assistance workers and contractors made up the largest workforce mobilization in the utility’s history. A team of at least 26,000 men and women from 31 states, the District of Columbia, and Canada restored service after one week to 80% of those who had lost power, 86% after two weeks and 94% after three weeks. By the end of week four, 99% of customers were back on-line.

Practice Makes A Difference

While getting the lights back on is the objective that gets the most public attention, the most important measure for Entergy employees and contractors is their health and safety. “We always want folks to go back home in the same good health in which they arrived and that includes our pandemic protocols, too,” said Eliecer Viamontes, vice president of utility distribution operations. “We never stop looking for ways to improve our processes, procedures, equipment and, most importantly, our mindset to make this dangerous work safer for those who bravely do it.”

Through it all, the Entergy team had a well-practiced plan, worked the plan, and came out stronger and more experienced after Hurricane Laura. The utility will continue to build on this experience in upcoming hurricane seasons. TDW

Zeta marked the seventh time this year the company prepared for impacts from a tropical weather system and the third major restoration effort in Louisiana to follow a devastating hurricane.

“I want to once again thank our customers for their patience as we worked to get the lights back on as well as their support for the thousands of men and women who came to bring normalcy back to our communities, some traveling to Louisiana for the third time this year,” said Phillip May, Entergy Louisiana president and CEO. “While it has been a challenging hurricane season, Entergy remains committed to doing what it always has — safely delivering power to and supporting the communities we serve.”

A storm team, which peaked at approximately 6,600, worked safely to quickly restore power to Entergy’s Louisiana customers. Zeta made landfall Wednesday, Oct. 28, near Cocodrie as a strong Category 2 hurricane, 1 mph shy of a Category 3. At the peak, the storm knocked out power to more than 480,000 Entergy customers in the state. In just four days of restoration, crews brought power back to nearly 90% of customers in Louisiana affected by Zeta.

Of the peak of 481,000 who lost service, those remaining customers are now mainly in areas that require special equipment to access and primarily sit on waterways. However, even in those locations our crews continue to make significant progress.

Crews have restored power to the majority of customers who can safely receive service in Jefferson (except for those in the heavily impacted areas in the lower and coastal portions of the parish), Plaquemines, St. Bernard and St. Charles parishes.

Entergy now has one customer information center remaining open from 10 a.m. to 3 p.m. until further notice in Grand Isle,located at the Grand Isle Multiplex, where customers can speak to an Entergy representative directly about restoration in their area.

The Logistics of “Heads in Beds and Fed” /stormcenter/logistics-heads-in-beds-fed Mon, 09 Nov 2020 01:17:00 +0000 /logistics-heads-in-beds-fed Coordinating logistics for storm restoration might be mind-blowing for some, but for Kevin Weber, it’s simple. “The Entergy logistics team lives by the motto ‘heads in beds and fed’ for every storm,” said the director of security policy and compliance and Entergy’s storm logistics section chief.

During Hurricane Zeta, that means finding lodging, feeding and transporting thousands of restoration workers. Booking hotel rooms or locating open restaurants to feed the sheer volume of line workers, scouts and support personnel who need to be on the ground in a storm-ravaged area is a monumental task, magnified by the need to ensure health and safety in the midst of the COVID-19 pandemic. So how do we do it?

It Starts With a Plan

Before a storm makes landfall, we use storm prediction models to help us determine how many resources will be needed on site to perform restoration work, based on the storm’s path and intensity. A team of about 100 Entergy employees uses that information to manage logistics. They coordinate lodging, meals, staging sites, fleet and supply chain needs for the duration of the restoration.

Finding a place for workers to sleep is one of the first tasks the logistics team takes on.

“We have to try to get the right number of hotel rooms as close to the affected areas as possible, while also balancing which workers have arrived, which ones are en route and how many need lodging,” said James Wood, manager, incident response, and Entergy’s storm logistics.

Of the approximately 8,000 workers from 23 states who have come to help us restore power after Hurricane Zeta, nearly 5,100 need lodging.

“Proactively acquiring lodging within and close to the affected areas is critical to getting restoration process started as quickly as possible after a storm,” explained Omar El Shal, manager, emerging technology in transformation, and co-chief of Entergy Louisiana storm logistics. “Those workers need a safe place to stay until the storm passes, and then be lodged close to their work sites to enable an efficient restoration process.”

So where do you house over 5,000 workers that need a place to sleep? Aside from traditional hotels, we also utilize floating hotels, or “flotels,” particularly in regions of our service territory where there simply aren’t enough rooms for our workers. For hurricanes Laura and Zeta, the HOS Achiever was able to dock in close proximity to where a large amount of our restoration work needed to be done, giving workers a place to rest and reduce their travel time to job sites. The Achiever is a 432-foot vessel that can both house and feed nearly 270 passengers.

Besides beds, all those workers need a home base to work from. That’s where staging sites come in. Restoration equipment, trailers and trucks would quickly fill up a hotel parking lot, so Entergy partners with nearby facilities that have large parking areas to set up staging sites. These sites can accommodate fleets of vehicles and equipment. They also serve as a central location for meal delivery, fueling, materials and shuttling workers to and from hotels by bus each day.

Silver Linings in the Playbook

Every storm has its own challenges and silver linings. Hurricane Zeta’s unexpected speed and eastward path after landfall, coupled with an unseasonable ice storm in Oklahoma, put some constraints on the number of workers that typically would be available to come to our aid. The team’s proactive efforts secured the support needed to restore power for customers.

Having already worked through several storm restoration events amid COVID-19, we already had plans in place to ensure safety for all our workers. That includes safe lodging accommodations, 50% capacity on shuttle buses, to go box meals rather than buffets and dining as a group, and COVID-19 champions at each staging site to implement safety signage and protocols such as wearing masks and social distancing.

There’s also a local economic benefit because we’ve secured commercial lodging, like hotels, and have been able to use local caterers for meals.

“A positive outcome is the impact on the local economy,” said Jennifer Grahn, an analyst in capital projects transmission and co-chief of Entergy Louisiana storm logistics. “One minority woman-owned business owner was so appreciative of our order for meals. Her business relies on events that have been suspended during the pandemic. She said her business has struggled. It feels good to know that we’re able to help our neighbors in that way.”

As of 8 a.m. Sunday morning, approximately 5,000 customers were without power, down from a peak of 480,000. The majority of outages occurred in Jefferson, Orleans, Lafourche, Terrebonne, Plaquemines and St. Bernard Parishes.

The company has amassed a storm team of approximately 8,000 to respond to outages and is prepared to bring in additional resources as needed.

Damage assessments are 100% complete. As of Sunday morning, we have identified damages to approximately 2,800 poles, 1,800 spans of wire, and 575 transformers.

Customers are reminded to stay clear of all downed lines and equipment. There is no way to know if a line is energized or not, so if you see one, keep your distance and call 1-800-9OUTAGE (800-968-8243).

Customers choosing to use portable electric generators should do so in accordance with the manufacturer’s instructions. Customers should never connect a generator directly to a building’s wiring without a licensed electrician disconnecting the house from Entergy’s distribution lines. Otherwise, it can create a safety hazard for the customer or our linemen working to restore power. And it may damage the generator or the house wiring.

Hurricane Zeta Restoration Update – 11/7/20 @ 8 p.m. /stormcenter/hurricane-zeta-restoration-update-11-7-20-8-p-m Sun, 08 Nov 2020 08:31:00 +0000 /hurricane-zeta-restoration-update-11-7-20-8-p-m Entergy’s storm team had another successful day working to safely restore power to the remaining customers who lost service in areas hardest hit by Hurricane Zeta.

Crews have restored power to the majority of customers who can safely receive service in Jefferson (with the exception of Grand Isle), Orleans, Plaquemines, St. Bernard and St. Charles parishes. In some areas within these parishes, crews will have to use special equipment like airboats to restore power to camps and other structures along water routes.

Significant progress is also being made in Lafourche and Terrebonne parishes where Zeta significantly damaged the electric system and our crews continue to face accessibility challenges. In those two parishes alone, scouts found damage to approximately 790 poles, 680 spans of wire and 220 transformers. To repair and rebuild infrastructure in or around the bayous and marshes, crews secured and deployed airboats, marsh buggies and cranes, among other special equipment.

In Grand Isle, crews are replacing numerous structures and hundreds of distribution poles. They continue to evaluate alternative solutions to bring power back to the area sooner. One solution has already begun, with crews moving miles of line that was previously in the marsh to the roadside along Highway 1. Not only will this help bring power back to the area sooner, but it will also eliminate some accessibility issues for crews in the future.

Entergy closed its customer information center in Golden Meadow but will keep its center at the Multiplex Complex in Grand Isle, 3101 LA-1, open from 10 a.m. to 3 p.m. until further notice. At the center in Grand Isle, customers can speak to an Entergy representative directly about restoration in their area.

Today, crews are working on Highway 23, due to extensive damage in the area and multiple locations in Jesuit Bend. Houma: The majority of customers have been restored. Yesterday, crews replaced distribution poles throughout the area which will continue today. The remaining customers who can safely receive power will be restored by Saturday, November 7.

Chauvin – Cocodrie: We have identified over 100 damaged poles in the area. Yesterday, crews replaced 20 poles in the Cocodrie area. Today, crews will continue replacing distribution poles starting with the Too Lou Lou area. Additionally, crews using special equipment will replace poles at the end of Cocodrie at the Cinetica Gas Plant. Due to the extensive damages, majority of customers who can receive power will be restored by Saturday, November 7 with a few customer outages extending into Sunday, November 8.

Montegut: Yesterday, crews replaced at the end of the Point Au Chien area on Island Road. Crews also finished replacing poles along Hwy. 55 near the Madison Canal. Today, crews will be working in the Madison Canal area to replace poles only accessible by airboat. The majority of customers who can receive power have been restored. The remaining customers who can receive power will be restored by Saturday, November 7.

Hurricane Zeta Restoration Update – 11/6/20 @ 7 p.m. /stormcenter/hurricane-zeta-restoration-update-11-6-20-7-p-m Sat, 07 Nov 2020 06:58:00 +0000 /hurricane-zeta-restoration-update-11-6-20-7-p-m Entergy Louisiana’s storm team is now focused in on the most heavily impacted portions of its service territory following Hurricane Zeta’s landfall, primarily in the most southern portions of southeast Louisiana.

Now that nearly 475,000 customers have been restored of the 481,000 that were without power, the vast majority of remaining customers are located in the cities of Grand Isle, Golden Meadow, Venetian Isles, Braithwaite, Pointe à la Hache and South Lafourche.

Those regions require specialized equipment to overcome their access, terrain and even logistical limitations. Entergy’s storm team has taken advantage of every solution possible to get those customers back online safely and as quickly as possible, including the use of “flotels.”

In order to bring crews closer to coastal areas where restoration work still remains, Entergy has acquired two ships that can house and feed over 350 people.

For those still without power, Customer Information Centers are now temporarily open from 10 a.m. to 1 p.m. in Golden Meadow at Town Hall, 107 Jervis Drive and Grand Isle at Grand Isle Multiplex, 3101 LA-1. Customers can meet face-to-face with Entergy representatives to discuss their outage at those locations.

Estimated times of power restoration are listed below and are also available by clicking the red banner at the top of our. If power is restored in your surrounding area and/or an outage at your location is not displayed on the map, contact us to report your outage. Stay Safe

Customers are reminded that there is no way to know if a downed line or other electrical equipment is energized. If you see one, keep your distance and call 1-800-9OUTAGE (800-968-8243).

Those choosing to use portable electric generators should do so in accordance with the manufacturer’s instructions. Customers must never connect a generator directly to a building’s wiring without a licensed electrician disconnecting the house wiring from Entergy’s service. Otherwise, it can create a safety hazard for the customer or our linemen working to restore power. And it may damage the generator or the house wiring.

Restoration workers who discover a generator attached directly to Entergy’s system will work with the customer to disconnect the generator. As a last resort, the restoration worker will disconnect the customer’s service connection to Entergy, which may take an extended time to reconnect due to the extensive restoration effort underway. We urge customers to keep streets open for local emergency vehicles and workers. Additionally, crews will continue to practice social distancing and we ask customers do the same. Terrytown: Yesterday, crews completed repairs along Monterrey Ct., Oakwood Dr., Behrman Hwy., E. Lexington St., Willow St., Park Pl., Cottonwood St., Sugarpine St., Firethorn St., Belle Chase Hwy., and Lafayette St. Today, crews will continue work on Lafayette St., Timberlane Dr., Belle Chase Hwy., Glen Cove and Laurel St. The majority of customers who can receive power will be restored by Friday, November 6.

Grand Isle: Due to the extensive damages, Entergy continues to evaluate alternate solutions. We currently expect that customers will be restored late during the week of November 9. There are two primary lines serving Grand Isle; one runs through the marsh and has 10 structures that need to be replaced. The second line has over 50 poles down and require marsh equipment and airboats to access and repair. Crews are working on Grand Isle to replace approximately 250 poles and repair damaged equipment so that customers who are ready to be restored can receive power when the source is brought to the island.

Lafourche Parish
