Entergy to strengthen electric grid in southeast Louisiana through federal grants /news/entergy-strengthen-electric-grid-in-southeast-louisiana-through-federal-grants Tue, 01 Oct 2024 04:24:00 +0000 /blog-post/entergy-strengthen-electric-grid-in-southeast-louisiana-through-federal-grants/ Company awaits decision on separate funding for Baton Rouge or Reserve resilience projects

BATON ROUGE, La. – Thanks to partnerships between Entergy Louisiana and local governments, several Building Resilient Infrastructure and Communities grants will be used to bolster the company’s electric infrastructure in multiple southeast Louisiana parishes. Separately, the company is awaiting decisions on two Grid Resilience and Innovative Partnerships grant applications for proposed grid hardening in the Baton Rouge and Reserve areas. These efforts aim to strengthen the grid, reduce storm-related damage and speed up restoration times, ensuring greater resilience for the state and its economy.

The need for grid resilience was highlighted by the recent impact of Hurricane Francine on southeast Louisiana. Although the storm disrupted electric service for thousands of customers, Entergy’s swift and safe restoration of power showcased the importance of a resilient electric system. A hardened grid not only brings normalcy back to communities faster but also aids the region’s economic recovery, helping businesses reopen and the economy restart more quickly.

“The Gulf South is a critical economic hub, home to major infrastructure, ports and industries that fuel both national and global commerce,” said Phillip May, Entergy Louisiana President and CEO. “By continuing to strengthen our grid, we’re ensuring that our communities, businesses and critical infrastructure can recover faster and at a lower cost after major storms. This benefits not only Louisiana but the entire country.”

Entergy Louisiana has partnered with several parishes over the past two years to apply for BRIC funding. Three of those parishes, Ascension, Lafourche and Jefferson, were selected by FEMA to receive grants that will benefit their communities. Here are details about the projects:

  • Ascension Parish: A $39 million project to fortify nearly 60 miles of power lines, protecting around 5,900 customers and critical infrastructure, including a hospital, schools and government buildings. The project is expected to prevent 5.6 million hours of outages and save nearly $140 million in restoration costs over the next five decades.
  • Lafourche Parish: A $25 million project to strengthen 16 miles of power lines, benefitting approximately 13,700 customers, including critical infrastructure like Port Fourchon and local government buildings. This initiative is expected to prevent more than 550,000 hours of power interruptions over the next 50 years, saving nearly $70 million in restoration costs.
  • Jefferson Parish: A $27 million project to harden over 20 miles of power lines that will benefit over 10,500 residences, numerous local businesses and critical infrastructure, including several government buildings and facilities from law enforcement to drainage. The project is expected to prevent more than eight million hours of power interruptions over the next 50 years and save nearly around $165 million in restoration costs.

Entergy Louisiana’s pursuit of federal funding continues, as the company awaits decisions on two GRIP grant applications that could secure up to $67 million for projects in Baton Rouge or $54 million for projects in Reserve. These grants, provided through the Bipartisan Infrastructure Law, would fund half the cost of the projects, designed to reduce damage from storms, lower restoration costs and improve day-to-day reliability.

“Strengthening the grid for our customers is a top priority,” added May. “When we make these investments, we’re not only preparing for the next storm—we’re also ensuring a stronger, more resilient future for all of Louisiana.”

Crews enhance reliability with electric system improvements in Florida Parishes /blog/crews-enhance-reliability-with-electric-system-improvements-in-florida-parishes Tue, 03 Sep 2024 23:11:00 +0000 /crews-enhance-reliability-with-electric-system-improvements-in-florida-parishes Entergy Louisiana is taking steps to reduce power outages and enhance the reliability of its electric system in several Florida Parishes, including Tangipahoa, Livingston and St. Tammany parishes. Crews are actively installing hundreds of programmable devices and performing critical infrastructure improvements aimed at minimizing service disruptions for customers in these areas.

Approximately 400 programmable devices are being deployed at around 275 strategic locations throughout the distribution system. These devices introduce automation to the electric grid, allowing it to maintain power during temporary impacts, such as those caused by falling tree limbs or animal contact. This approach is particularly effective in areas with dense vegetation, like Hammond, and can help reduce both the frequency and duration of outages.

The use of these programmable devices not only enhances service reliability but also improves operational efficiency. By reducing the need for bucket truck dispatches, Entergy Louisiana can allocate resources more effectively, allowing servicemen to focus on other essential tasks.

In addition to the deployment of these devices, Entergy Louisiana crews are carrying out extensive system upgrades in areas like Ponchatoula. On Esterbrook Road, for instance, nearly 100 utility poles are being replaced, around three miles of power lines are being upgraded with added capacity for future growth and reclosers—a smart device that functions similarly to the programmable devices—are being installed. These enhancements are expected to be completed by mid-September.

Entergy Louisiana remains committed to continuous improvement of its power grid. Whether it is through tree trimming, vegetation management or infrastructure upgrades, the company’s efforts to strengthen the grid are ongoing and vital to ensuring reliable service for all customers. Electric system improvements near East Baton Rouge and Ascension Parishes line /blog/electric-system-improvements-near-east-baton-rouge-ascension-parishes-line Thu, 08 Aug 2024 20:06:00 +0000 /electric-system-improvements-near-east-baton-rouge-ascension-parishes-line Self-healing network and reliability work to reduce power outages

Entergy Louisiana is enhancing the electric system for communities in the Interstate 10 to Jefferson Highway corridor near the East Baton Rouge and Ascension parishes line. These improvements include engineering and constructing a self-healing network, as well as performing reliability work on overhead power lines.

These projects will benefit more than 5,800 customers in neighborhoods extending from Jefferson Highway and Pecue Lane to Old Jefferson Highway and Highway 42 on the east side, and from Old Perkins and Perkins roads to Bluff Road and Bluff Oaks Avenue on the west side.

A self-healing network employs smart devices with automatic reclosing technology, known as reclosers, that are programmed to communicate and operate when the electric system is impacted. These smart devices sectionalize the grid, allowing portions of the electric system to continue operating even during temporary disruptions, such as a small tree limb falling onto a power line or an animal contacting equipment. These devices can identify specific impact locations and isolate affected sections of the grid, ensuring that not all customers connected to certain power lines experience outages.

“A self-healing network is like a brain in that it makes decisions based on what has been experienced,” said Steven Benyard, vice president of reliability for Entergy in Louisiana.

He added, “Imagine if the electric system was broken down into lines and squares, with the lines representing our power lines and the squares representing our smart devices. If a tree limb falls onto the line between the first and second squares, the smart devices would communicate and maintain power flow between squares two to four while isolating the section between squares one and two.”

The result is fewer customer interruptions and a more precise location for line workers to inspect and repair. This outcome minimizes the overall impact on customers and accelerates the inspection and restoration process for those affected by the power outage, Benyard explained.

The self-healing network near the East Baton Rouge and Ascension parishes line includes three substations and five distribution power lines. As part of the project, crews are upgrading and installing 13 reclosers, installing four concrete poles, and upgrading one pole to a 60-foot class 1 wooden pole.

Additionally, as part of a separate reliability project, crews will replace several crossarms (equipment that holds power lines, insulators and other material in the air), install a guard to protect equipment from animals, strategically cut tree limbs away from power lines and conduct other miscellaneous tasks along Jefferson and Old Jefferson highways between Highland Road and Highway 42.

Crews anticipate completing both the self-healing network and reliability work by the end of the year. Neighborhoods like Manchac Place in Prairieville and Azalea Lakes in Baton Rouge, for example, are included in the self-healing network.

Phillip May: Forging a path towards grid resilience (The Advocate) /blog/phillip-may-forging-path-towards-grid-resilience Tue, 30 Apr 2024 19:36:00 +0000 /phillip-may-forging-path-towards-grid-resilience With the recent approval by the Louisiana Public Service Commission of the initial phase of our comprehensive resilience plan, Entergy Louisiana is poised to usher in a new era of grid reliability and economic prosperity.

The foundation of our resilience plan, which was originally filed with the LPSC over 16 months ago, lies in a proactive approach to grid modernization, guided by data-driven insights and a commitment to delivering maximum value to our customers. Beyond mitigating storm-related disruptions, our vision encompasses broader benefits, including enhanced everyday reliability of electric service and streamlined operational efficiencies.

Our resilience plan is a proactive approach that will help bring more of our electric infrastructure up to higher standards, keep pace with Mother Nature and protect what matters most — customers, homes and businesses within the communities we serve. Although we have been building resilience into our power grid for years, we must accelerate those efforts now in light of the reality that storms are becoming more frequent and severe.

By strategically investing in grid hardening projects, we anticipate significant cost savings for customers over the long term. These savings extend beyond storm restoration expenses by minimizing economic disruptions and helping businesses and residents get back on their feet sooner.

Phase one of our resilience plan includes a diverse portfolio of projects, ranging from transmission line enhancements to distribution system upgrades.

Addressing concerns about affordability, we recognize the importance of balancing resilience with cost-effectiveness. While initial investments may result in modest bill adjustments, starting at 57 cents per month for a typical residential customer, the long-term benefits — both in terms of cost savings and enhanced quality of life — far outweigh the associated costs.

Entergy Louisiana’s resilience plan represents more than just infrastructure upgrades — it’s a testament to our unwavering dedication to the communities we serve.

The company used a data-driven approach to meticulously evaluate thousands of potential storm scenarios to identify projects, many of which involve replacing existing utility poles with stronger ones designed to withstand higher winds and more extreme weather events. The anticipated benefits of the resilience plan include approximately $1.2 billion in avoided future storm restoration costs, improvements in the everyday reliability of electric service and customer savings related to shortening post-storm outages. By mitigating the restoration costs and outages resulting from future extreme weather events, the plan will help shorten evacuations and time away from home and work, ultimately helping Louisiana communities get back on their feet more quickly.

May added, “Louisiana and its people have long had a spirit of resilience and today’s bold and historic approval by the Louisiana Public Service Commission, greenlighting efforts to harden our power grid, only strengthens that notion.”

While phase one of the resilience plan is estimated to cost approximately $1.9 billion over five years, the initial monthly bill increase for a residential customer using approximately 1,000 kWh would be around 57 cents, steadily increasing to approximately $7 a month at the end of the five-year period, and then gradually decreasing over time. These costs will be reflected on monthly bills as an individual resilience program rider starting at the end of this year or early next year. Simultaneously, the company will continue aggressively seeking and applying for federal grants that, if received, would be applied toward the cost of the plan approved by the Commission and lower costs for all customers.

To ensure transparency and accountability, Entergy Louisiana will provide quarterly monitoring and construction reports and be subject to an unprecedented pole performance metric. If the new poles installed by the company do not withstand future storms as designed, bill credits would be provided to customers based on criteria that include failure percentages and pole material type.
