ÌýÌý

  • The Lewis Creek Dam is secure. Entergy Texas is conducting further improvements to strengthen and reinforce the dam.Ìý We will begin this work around October 2016 and it will be complete around Feb. 2018. Ìý
  • It is our goal to make this process as unobtrusive as possible. We hope to work with local residents to address any concerns as construction moves forward.ÌýÌý
  • Since Memorial Day 2015, Entergy Texas has continued efforts to harden the dam walls. We have been mixing the soil with lime and added a mixture engineered to strengthen the slope by creating a concrete-like substance. Ìý
  • Additionally, we will be installing more than 5,400 pylons into the slope walls to further strengthen it. These pylons are like rebar in concrete – providing more structure to fortify the dam slope. Ìý
  • We are also working to address the impact of heavy rains on the area. The slope will soon be covered with an improved erosion control system. The drain system will be enhanced to control water movement around the dam.Ìý
  • We continue to work closely with the Texas Commission on Environmental Quality (TCEQ) for guidance and feedback as we improve the dam. ÌýÌý

We want to assure you that the dam is safe and poses no threat to the public.

The soil movement on the dam caused by recent heavy rains has prompted many questions about our plans to address the issue both short and long term.

In the short term, we have worked around the clock to address the soil movement and hired geotechnical experts to perform an analysis of the structural integrity of the dam. Results of their analysis have confirmed that the dam is safe and poses no threat to the public. The analysis also determined that appropriate measures to protect public safety and the dam are being taken and the soil movement has not compromised the structure’s overall integrity.

With the short-term work complete, we have begun proactive stabilization work to prevent further soil movement. This includes reworking sections of the dam by using soil mixed with lime to enhance soil stability. The development of a long-term plan for the dam has begun and will include several months of soil testing and analysis to help us determine the best course of action to help prevent further soil movement.

We know that you want to stay informed. As we have done in recent weeks, we will keep the local community updated of any further issues that may arise, and we plan to have an informational meeting with the public once a long-term plan is finalized.

A lot of work has occurred over the past several weeks to ensure the community’s safety, and we couldn’t have done it without the assistance we received from a number of individuals and agencies to whom we owe our gratitude and thanks. The independent geotechnical experts retained to assess the dam also determined that appropriate measures to protect public safety and the dam are being taken. Additionally, they found that soil movement experienced in recent days has not compromised the structure’s overall integrity.

On May 21, Entergy Texas notified local authorities of the potential for dam failure at the Lewis Creek Reservoir near Willis, Texas. The dam and surrounding areas have experienced persistent rainfall in 2015, including more than 12 inches of rain in May, causing extensive saturation and some soil movement along the reservoir dam.

Results from geotechnical experts’ analysis show the dam is safe, and that appropriate measures for protecting the dam and public safety are being taken.

Previous soil movements which occurred in May affected the downstream slopes of the dam to a shallow and limited depth, and did not compromise the integrity of the overall structure.Ìý

  • A visual inspection of the Lewis Creek Reservoir Dam took place this morning, following Tropical Storm Bill’s landfall and passage through Southeast Texas yesterday.

Following the heavy rains on May 25 and May 26, inspections revealed two additional areas of soil movement, which were not unexpected. The new areas will receive protective covering.

“We performed visual inspections this morning and confirmed the repairs and protective measures put in place the past few days are intact,” said Sallie Rainer, president and CEO of Entergy Texas. “The inspection revealed one area with slight soil movement but we are confident in the materials and equipment we have on site to make the repair.”

Reservoir Repairs Improve Dam Condition /news/reservoir-repairs-improve-dam-condition Tue, 26 May 2015 04:00:00 +0000 /blog-post/reservoir-repairs-improve-dam-condition/ THE WOODLANDS, TEXASÌý– As a result of the around-the-clock work on the Lewis Creek Reservoir dam, Entergy Texas President and CEO Sallie Rainer reported to Montgomery County officials today that the threat of a dam failure has substantially decreased, but has not been completely eliminated.

“While we cannot completely rule out further problems with the dam, the repairs we’ve made have put us in a much better place today than late last week,” said Rainer. “We want residents to remain vigilant and prepare to act quickly, but conditions have improved daily.”

Entergy Texas has taken a number of steps to repair and protect the dam from failure. More than 100 workers, in conjunction with Entergy personnel, installed more than 8,000 tons of limestone to help repair critical areas of the dam. In addition, protective coverings secured with almost 7,500 sandbags and almost 2,000 feet of Tiger Dams, which are water-filled, elongated flexible tubes, were put in place to protect the area from forecasted rainfall.

“We are grateful that less rain fell yesterday than predicted, allowing for more repairs to be completed,” said Rainer. “However, we continue to keep a close eye on the weather as more heavy rain is predicted today. We have equipment and personnel on site to will respond to any issues. We will remain in close contact with emergency management officials to keep the public abreast of any changing conditions.”

Lewis Creek units 1 and 2 were taken offline Saturday to allow continued reduction of the water level in the reservoir. Water levels were lowered to about two feet below normal before discontinuing the release of water.

Company officials and the Midcontinent Independent System Operator, system reliability coordinator for Entergy, confirmed that taking the units off line would not result in any immediate reliability issues for Entergy Texas customers.

Mandatory Evacuations Cancelled

Based on revised weather forecasts that lowered rainfall predictions, County Judge Craig Doyal, in concert with Sheriff Tommy Gage, Precinct 1 Commissioner Mike Meador, and emergency officials, has cancelled the mandatory evacuation for neighborhoods near the Lewis Creek Reservoir.

The National Weather Service forecast predicts scattered thunderstorms throughout Sunday evening and predictions of approximately 2 inches of rainfall early Monday morning.Ìý Early this morning, approximately ¾ of an inch of rainfall occurred in the majority of Montgomery County – not the 3 inches of rainfall that was predicted.

County officials have continued to meet with emergency officials and determined that due to updated evaluations at the Lewis Creek Dam and predictions for less rainfall then earlier predicted in the Montgomery County area, evacuations will be cancelled for residents that fell in the area of concern at this time ( for map).

Montgomery County officials will continue to evaluate incoming information and monitor updates at the Lewis Creek Dam. ÌýÌýA Red Cross shelter will remain open at the Lone Star Community Center in Montgomery.Ìý The address for this facility is 2500 Lone Star Parkway Montgomery, TX 77356.

“While we regret the inconvenience the evacuations caused for area residents, it was important that we act in a timely fashion to protect the public based on the information we had on hand,” Judge Doyal said.

“Now that the weather threat has diminished, we believe it is safe for residents to move back into their homes.”

At this time, the dam remains intact, and there are no breaches.Ìý Workers continue to make progress to mitigate the soil slides along the levee.

The customer information center is open tomorrow from 8 a.m. to 3 p.m., at the North Montgomery County Community Center at 600 Gerald St. in Willis.
