THE WOODLANDS, Texas – The state-of-the-art Montgomery County Power Station achieved commercial operation on Jan. 1, providing another source of reliable and clean energy to a growing southeast Texas.

“We are excited to announce that the Montgomery County Power Station achieved commercial operation and is serving customers well ahead of schedule,” said Sallie Rainer, president and CEO of Entergy Texas, Inc. “The plant will not only meet our customers’ needs today by improving reliability and resulting in substantial customer savings, but it also prepares our region for future growth.”

The 993-megawatt power station utilizes new technology that provides a cleaner and more efficient source of power. Because of the plant’s high efficiency, it is projected to result in significant savings to customers over its life. Construction on the facility in Willis began in 2018, and the plant officially reached commercial operation well ahead of its originally scheduled completion date. In total, construction of the plant resulted in approximately 1,000 onsite employees and created a significant economic impact on the local area, with millions spent with local vendors. Ongoing operations of the plant will employ 31 people.

The completion of the Montgomery County Power Station is the latest step in Entergy Texas’ plan to modernize infrastructure to better serve customers. The pandemic put a pause on a lot of things in the world, but it didn’t slow our commitment to continue to power life for our customers. Part of that commitment is ensuring reliable and affordable power for our customers in the future. Despite the challenges, crews at the Montgomery County Power Station aren’t letting anything get in their way as they work toward safely placing the plant into service. Recently, crews reached a major milestone by securing backfeed power to the plant. By establishing backfeed power, the facility now has a permanent power supply to begin commissioning all of the plant’s systems. 

With the start of commissioning, the contractor is able to begin testing all the equipment and systems that will eventually run the plant as they complete construction.

An important part of the commissioning phase is the inclusion of the MCPS operations team in the process. The personnel who will eventually run the plant are working closely with the McDermott crews to ensure familiarity with the plant and are prepared to take over when the plant enters commercial operation. 

“Everyone has been thoroughly engaged in all of the system walk-downs and commissioning activities, which is helping solidify our understanding of the vendor trainings we have received,” said Kerry Ann Colville-Wood, plant manager for MCPS. “We are also leveraging lessons learned and training opportunities with our two sister plants in Louisiana. These experiences are invaluable and will make us even better operators of the plant when it’s turned over to us.”

As the commissioning work continues, much of it is in preparation for MCPS’ first fire – the first operation of the gas turbines. Following the first fire, the team will conduct a cleaning of the steam system by blowing steam generated by the heat recovery steam generator into the atmosphere. Completion of steam blows will initiate the process of the overall unit performance testing.

“It is always a huge undertaking to keep a project of this size on time and on budget – but most importantly safe. But adding in the COVID-19 pandemic presented countless other considerations and issues for us to work through to safely do our jobs,” said Russ Cochran, director of capital projects. “It is a testament to the hard work and commitment of the capital projects team and our partners at McDermott that we’ve been able to accomplish so much given all the challenges we have faced this year.”

THE WOODLANDS, Texas – Entergy Texas, Inc. is delivering on key investments as part of its for Southeast Texas. This comprehensive investment in infrastructure will ensure reliability, create new jobs and spur economic development across Southeast Texas.

As the region grows, Entergy is taking the necessary steps to ensure that residents and businesses have safe, reliable and low-cost energy.  Since the start of 2019, Entergy Texas has taken steps to:

  • Build new sources of reliable, low-cost energy. Earlier this year, Entergy Texas broke ground on the Montgomery County Power Station. MCPS will provide 993 megawatts of reliable, low-cost energy to power Southeast Texas when placed in service in 2021. Additionally in March 2019, Entergy Texas issued a for up to 200 MW of solar photovoltaic resources to be located in Texas.
  • Enable future growth through transmission investment. Entergy Texas has also completed two major transmission projects that provide needed infrastructure to meet future demand. First, the China-Stowell transmission line was placed into service in May 2019. Additionally, Phase 1 of the Western Region Economic Project, a rebuild of the Newton Bulk to Leach line, was placed in service in May 2019.
  • Modernize tools to serve customers. Entergy Texas is also deploying customer-centric solutions that will improve service for customers through the . Advanced meter deployment is well underway in Texas, with more than 35,000 meters already deployed.

As Entergy Texas invests to power the Southeast Texas economy, recent legislation passed by the Texas Legislature empowers the Public Utility Commission to improve the regulatory framework for companies looking to build electric generation. HB 1397, by Rep. Dade Phelan (Beaumont) and Sen. Robert Nichols (Jacksonville) allows the Public Utility Commission of Texas to approve a rider that would permit a non-ERCOT utility to recover electric generation investments without regulatory lag, improving electric utilities’ ability to power a growing region.

“I would like to thank Governor Abbott, Chairman Phelan, Senator Nichols, and the Legislature for their commitment to ensuring that Texas remains economically competitive,” said Sallie Rainer, president and CEO of Entergy Texas. “Entergy Texas is committed to making the investments today that will enable future growth. These reforms build on steps the Legislature has taken in previous sessions to modernize the regulatory environment for non-ERCOT utilities. The PUC also can approve a Transmission Cost Recovery Factor and a Distribution Cost Recovery Factor, which similarly help to reduce regulatory lag and enable more timely recovery of capital investments by utilities.

Montgomery County Power Station Construction is Well Underway /blog/montgomery-county-power-station-construction-well-underway Thu, 06 Jun 2019 20:10:00 +0000 /montgomery-county-power-station-construction-well-underway Huge metal boxes filled with tubing that will ultimately generate steam for the Montgomery County Power Station are so big that it takes three giant cranes working in unison to lift each one into place.

Twenty modules, as they are called, were made overseas and shipped to the Port of Houston. Each day, one of the modules is trucked into the plant and installed, providing that the weather – especially, the wind — cooperates.

“The lifting of these modules into place are among the first of the heavy lifts of equipment at the site,” said Russ Cochran, Entergy’s project director for the MCPS construction. “They are a bit more complicated than a normal lift, in that it takes three cranes in coordination to lift these modules into place.”

The plant, which was celebrated with a groundbreaking ceremony in February, is about 14 percent complete in construction and currently remains ahead of schedule.

The modules that are arriving at the plant are being vertically lifted and placed into two skyscraper-type structures known as heat recovery steam generators (HRSGs). About half of the modules have now been placed into the HRSGs.

“If you think about a boiler — in our case, the HRSG — the internals are made up of many tubes where the water is turned into steam,” explained Cochran. “Once installed into the HRSG casing, they will be connected to the water and steam systems externally.”

Before the HRSGs could be constructed, the pouring of foundations and underground piping was required to get the site ready for above-ground construction. Now that the underground work is about 80 percent complete, much of the ironwork will soon be going in, including pipes, girders and major equipment such as the gas turbines.

Cochran said the construction progress is going smoothly, mainly because it is the third such plant Entergy is building. The Saint Charles Power Station in Montz, Louisiana, went into operation two weeks ago, and the Lake Charles Power Station in Westlake, Louisiana, is expected to be completed in 2020. MCPS is expected to be finished by mid-2021.

All three plants are state-of-the-art combined cycle gas turbine facilities that will produce affordable, reliable and clean energy for Entergy customers.

“They’ve learned from the previous two projects (St. Charles Power Station and Lake Charles Power Station) that there’s a better way to do it, and we’re doing that here. As a portfolio, we’re seeing a lot of benefits from doing three in a row,” Cochran said.

WILLIS, Texas – The shovels hitting the dirt this morning marked a new chapter for reliable, affordable energy across Southeast Texas.  Entergy executives, elected officials and community leaders gathered to celebrate a groundbreaking marking the ceremonial start of construction on the Montgomery County Power Station.

MCPS is a state-of-the-art, 993-megawatt combined cycle gas turbine plant under construction next to the existing Lewis Creek Power Plant in Willis. The facility will provide a new source of reliable, low-cost and clean energy to meet the growing power demand across Southeast Texas.

“Southeast Texas is growing, and Entergy Texas needs to invest now to power that growth,” said Sallie Rainer, president and CEO of Entergy Texas, Inc. “By providing reliable, affordable power, we can meet our customers’ needs today, while laying the foundation for future growth across our region.”   

The construction of MCPS will modernize Entergy Texas’ generation fleet using new technology that provides a cleaner and more efficient source of power. This efficient technology will benefit customers by providing a savings of approximately $1.7 billion over the next 30 years.  

In addition to meeting customer needs, MCPS will also have a substantial impact on the Texas economy.  An by TXP, Inc. estimates that construction alone is expected to generate an estimated $1 billion in economic activity across the state.  Additionally, construction is expected to create a multiplier effect of more than 7,000 jobs (direct, indirect, induced). 

“We are committed to making investments that move our customers and communities forward,” said Rainer. “MCPS is a part of our $2 billion investment in infrastructure that will create jobs, spur economic development and serve our customers.”

Entergy issued final notice to proceed on the plan in August 2018. The plant is expected to be online by mid-2021.

THE WOODLANDS, Texas – Paving the way for a new source of local, reliable power, the Public Utility Commission of Texas today voted to approve a proposal by Entergy Texas, Inc. to build the Montgomery County Power Station (MCPS), a 993 megawatt combined-cycle natural gas power plant in Willis, Texas. The PUCT’s action is a major step towards providing the next generation of clean and efficient energy for Southeast Texas.

“Southeast Texas has some of the fastest growing areas in the nation. Entergy Texas is committed to meeting our customers’ energy needs now and in the future. This investment will provide customers a new source of reliable power that reduces costs and lowers emissions, while also benefitting the southeast Texas economy,” said Sallie Rainer, president and CEO of Entergy Texas.

Entergy Texas filed its proposal to construct the Montgomery County Power Station in October 2016. Following that filing, the company reached an unopposed agreement with parties in the case – including entities representing consumers and cities across Entergy Texas’ service area – on the need and benefits of MCPS. 

Construction of the facility provides benefits for:

  • Customers. MCPS is a significant step forward for the region. The plant will provide a stable and secure supply of electricity for a growing region, resulting in estimated savings of $1.7 billion over 30 years for Entergy Texas’ customers. The plant will produce immediate benefits to customers through lower energy costs. These fuel savings will pay off the cost of construction after less than 10 years of operation – a third of the plant’s lifecycle.
  • Communities. According to an economic impact study from TXP Inc., the construction of this facility will generate $1 billion in economic activity across Texas, comprised of $410 million direct investment in the local area, as well as generating $307 million in worker earnings and 7,000 total supported jobs (direct and indirect).
  • Environment. MCPS will be built with the environment in mind, featuring state-of-the-art emissions control technology that will lower emissions compared to the existing fleet through the use of high-efficiency, combined-cycle natural gas turbines.

“We are very pleased that this project received support of the parties and over 70 cities in the region. This overwhelming support demonstrates that the Commission and stakeholders recognize the importance of a modern and efficient plant such as this to the region and to Texas,” Rainer said. “We look forward to breaking ground in the first quarter of 2019 and expect to have the unit complete by summer 2021.”

(ETI) filed an application with the Public Utility Commission of Texas (PUC) for the construction of Montgomery County Power Station, a combined-cycle natural gas unit.  This filing is a major step towards providing the next generation of reliable, low-cost power for ETI’s customers.

Montgomery County Power Station will create significant benefits for our customers. By utilizing modern combined-cycle gas turbine technology, the project will reduce fuel costs and provide reliable power. Located next to Entergy Texas’ Lewis Creek power units on the Lewis Creek Reservoir, this site already has some of the needed infrastructure to support a new power station.  The Lewis Creek units will remain in service as the new unit comes online.  This 993 MW plant will use state-of-the-art emission control technology to lower air emissions.

Additionally, the project will provide benefits to the local economy.  Estimates indicate that construction will provide more than 2,800 direct jobs in Texas and nearly $1 billion in economic activity for the regional economy. Once operational, the plant will provide approximately 25 permanent direct jobs in Texas.

“This is a Texas project for Texas customers,” continued Rainer. “We look forward to working with all stakeholders throughout this process.”

Pending approval from the Public Utility Commission of Texas, Entergy Texas is proposing to begin construction in the first quarter of 2019.  Entergy Texas expects the plant to be in service by summer 2021.
