The initiative focuses on strengthening the city’s electric grid to better withstand extreme weather and improve service reliability for residents and businesses.

The event spotlighted key projects beginning in District C, where work will be visible along the General DeGaulle corridor. These improvements include the installation of stronger utility poles designed to withstand winds of up to 140 miles per hour. The Accelerated Resilience Plan includes 63 infrastructure improvement projects across the city scheduled for completion between 2025 and 2026, with no impact to customer bills.

 

 

“Resilience is about storms, making sure that if the power goes out—hopefully it won’t—but if it does, that we can get it back on as quickly as possible,” said Deanna Rodriguez, president and CEO of Entergy New Orleans. “Our city needs to be more resilient, and we have solutions and that is exactly what we need to be investing in.”

Councilmember Helena Moreno echoed the need for grid improvements and highlighted the broader impact. “Strengthening our power grid is one of the most important things that we can do to improve quality of life in our city,” said Councilmember-at-Large Helena Moreno. “This effort also supports public health, our local businesses, and future job creation.”

“One of the first phases is installing brand new poles along General DeGaulle Highway to guard against power loss after a storm,” said Councilmember Freddie King III, who represents District C. “I’m proud to be a part of a city council that not only talks but acts and invests in these much-needed improvements.”

Recent efforts in Mid-City, Gentilly, and New Orleans East reflect that commitment with crews completing major upgrades to our transmission and distribution lines.

To accomplish this, Entergy New Orleans deployed a highly specialized bare-hand crew to complete the work—an elite team of linemen trained to safely repair high-voltage, energized transmission lines. Keeping the lines energized during upgrades prevents power outages and ensures substations continue operating under normal, stable conditions.

The team recently completed work on a major transmission line in New Orleans, replacing older insulators on 26 towers with stronger, more modern equipment. Working in coordination with distribution and vegetation management teams, they also replaced aging wooden cross arms and cleared overgrown vegetation. This collaborative approach enhances both transmission and distribution reliability across the New Orleans service area.

Additional work is underway in New Orleans East, where the bare-hand crew is replacing insulators on several water-crossing circuits. The crew is scheduled to complete critical upgrades on the Michoud–Front transmission line crossing over Lake Pontchartrain. This line provides a vital interconnection between Entergy and Cleco and serves as an emergency power source for the New Orleans grid. These enhancements will significantly strengthen the electrical grid and improve regional reliability.

“These types of upgrades help prevent potential issues and keep the power flowing safely,” said Kenyon Stipe, transmission line supervisor at Entergy New Orleans. “Upgrading our equipment reduces the chance of outages and helps ensure reliable service for our customers.”

This work would not be possible without the expertise and collaboration of key personnel and partners. North Houston Pole Line provided experienced contract support. Linh Tran, Grid Engineer; Josh Rollins, Transmission OC; Kenyon Stipe Sr., Transmission Line Supervisor; and Frank Morse, Senior Manager of Transmission Lines, all played vital roles in planning and execution. The Tulane Network also contributed valuable support to the project’s success.

By completing this work with energized lines and minimizing disruption, Entergy New Orleans continues to meet its promise of delivering safe, reliable power to its customers.

Together with the New Orleans City Council, Entergy leaders held a press conference to mark the beginning of the citywide initiative to fortify our infrastructure against extreme weather and ensure faster power restoration when outages occur.

This first phase includes 63 critical infrastructure improvement projects that will be completed over the next two years, with no impact to customer bills. This $100 million investment is designed to safeguard homes, businesses and essential services from the effects of extreme weather events, helping to make our city safer, stronger and more resilient.

Initial work is underway in District E, where crews and contractors have begun installing stronger, storm-hardened poles designed to withstand winds of up to 140 miles per hour. These upgrades will significantly improve reliability for residents in this area and will help reduce the time it takes to restore service after a severe storm.

“The impact of stronger and more severe weather makes investing in resilience critical to the future of our city,” said Deanna Rodriguez, president and CEO of Entergy New Orleans. “This first phase of grid hardening investments will be made throughout the city creating an environment for businesses to invest, grow and thrive here.”

These grid upgrades will be happening across all districts, with crews working throughout the spring and summer to strengthen nearly 3,100 structures. We’ll be hosting community-focused events in each district to share information about the projects and connect with residents.

Since Hurricane Ida, I’ve been leading the Council’s legislative items for these projects and while this took much work and out of the box solutions, we were able to ensure the majority of the costs were kept off ratepayers’ bills,” said Council Vice President Helena Moreno. “I appreciate Entergy New Orleans CEO Deanna Rodriguez for working directly with me to ensure the Utility was meeting the Council and the community’s needs with these projects and look forward to this level of continued partnership for future projects to come.”

May 12-16 marks, but for Entergy employees, it seems like the observance is celebrated daily.

Throughout the company’s service area, a dizzying number of projects are being planned, designed, approved, built and put into service. These projects will improve resiliency, enhance reliability, supply economic growth and meet increased residential demand for Entergy’s 3 million customers.

Interested in how the company is investing in serving customers better, both now and for the future? Below are just a few of the many initiatives active right now.

Entergy Louisianais investing more than $400 million over the next four years to upgrade approximately 730 miles of distribution and transmission lines across the state’s Capital Region. As part of the project, approximately 20,300 poles will be upgraded to withstand winds of up to 150 mph, helping to ensure the continuity of service in the face of increasingly severe weather events.

The initiative will directly benefit the Capital Region’s vital industries, as well as small businesses, schools, hospitals and residential customers that rely on affordable and reliable power. With more than $30 billion in industrial projects currently evaluating investment in the region, enhanced grid reliability is a critical factor in supporting continued economic growth.

Entergy Texasis roughly 70% complete with construction of the Orange County Advanced Power Station. The plant, designed to generate 1,215 megawatts of power, remains on track to power more than 230,000 homes by June 2026.

Bringing this massive project to life requires an impressive inventory of materials:

  • Over 1.3 million feet of electrical cables
  • More than 43,000 feet of underground piping
  • Nearly 2,000 tons of steel
  • Over 22,000 cubic yards of concrete

Entergy Texas expects energy demand across residential, commercial and industrial customer bases to increase over the next few years. This growth in energy consumption requires the Entergy Texas power grid to have an additional 1,600 megawatts of generation capacity by 2028, which is approximately 40% of current generation capacity..

Entergy New Orleanshas announced a $100 million, approved by the New Orleans City Council in October 2024. The plan reflects a commitment to strengthening the grid and creating jobs while driving long-term growth.

The first phase of work, to be completed in 2025-2026, will include 65 individual projects, strengthening 3,096 structures and upgrading 63 electric line miles.

Company employees are already working closely with local partners to help transform the city’s economic landscape in other positive ways:

  • The River District Neighborhood Initiative will feature a mixed-use neighborhood with sustainable designs, green spaces, and advanced infrastructure. This project is expected to generate over $1 billion in economic activity and $43 million in annual tax revenue.
  • Five O’ Four Golf, a $40 million golf-entertainment facility, will include a driving range, dining options, and other amenities, bringing jobs, tourism, and entertainment to the region.
  • ,the first site in the city to be classified as a “Certified Site” under the Louisiana Economic Development’s Certified Sites Program, will benefit residents by creating jobs, improving infrastructure, and enhancing logistics and transportation services.

Entergy Arkansascontinues its plans to invest millions of dollars into grid upgrades and one example is the recently completed significant reliability upgrades in the Harrisburg community aimed at modernizing aging infrastructure, increasing resilience and reducing the risk of power interruptions. The year-long project, which includes more than two miles of new distribution lines and enhancing substation equipment, is expected to bring improved stability to the area, providing farmers and residents with the reliable power needed to operate essential irrigation systems during the hot summer months.

These upgrades represent a proactive investment in the community’s future, helping farmers, residents and local businesses thrive with expanded electrical stability. In total for this project, Entergy Arkansas has invested more than $12 million in new upgrades and has rebuilt more than a mile of existing distribution lines allowing the company to support increased load demands and provide consistent power delivery, even during high-demand periods.

Entergy Mississippi, construction is underway at theDelta Blues Advanced Power Stationin Greenville. By replacing end-of-life gas generation with more clean and efficient generation, the company is ensuring customers continue to have modern, reliable energy well into the future.

Delta Blues Advanced Power Station will be a 754-megawatt facility capable of powering 385,000 homes across Entergy Mississippi’s 45-county service area.

The $1.2 billion investment represents a significant economic impact for the Mississippi Delta, including more than 300 construction jobs in the area over the next several years and additional tax revenue for Washington County. Entergy will employ about 21 full-time personnel to operate the plant when it comes online. When fully operational, the plant will provide the state a newer, cleaner and more attractive power source to highlight when recruiting new industry and jobs to Mississippi.

ճEntergy NuclearRiver Bend Station in St. Francisville, La., has recently, transitioning to a nationally approved system that continues to alert local broadcast and news outlets about severe weather, while putting information directly in the hands of residents.

Similar to how people now get storm warnings through their electronic and mobile devices, the Integrated Public Alert and Warning System is now set to give local residents more information in a timelier manner should an emergency occur.

IPAWS works by sending local emergency messages to the public to customer’s mobile phones using wireless emergency alerts, to radio and television via the Emergency Alert System and also on the National Oceanic and Atmospheric Administration’s, or NOAA, weather radio. The Federal Emergency Management Agency developed IPAWS over a decade ago is currently being used by major nuclear plants across the nation.

Led by teams of customer service managers, line workers, and representatives from the ϳԹ Smart program, the walk-downs proactively addressed infrastructure needs across our service area.

During these district walk-downs, our line workers and customer service teams collaborated with community members to identify issues that could impact electric service reliability. As part of this proactive approach, line workers surveyed the area for potential maintenance issues and performed some repairs on-site. The hands-on process allowed for real-time identification and resolution of service concerns and reduced the need for unplanned repairs in the future.

During these events, we not only repaired the infrastructure, but also opened the lines of communication between Entergy New Orleans and the residents we serve. By inviting community members to participate, ask questions, and share feedback, the walk-downs helped to build transparency and allowed us to better meet the needs of our customers.

Today’s vote is the first step in a wholesale upgrade of the City’s electric infrastructure, intended to keep the lights on longer when a storm strikes, and restore power more quickly if service is disrupted.

“The impact of stronger and more severe weather makes investing in Resilience absolutely critical to the future of our city,” said Deanna Rodriguez, president and CEO of Entergy New Orleans. “We thank the Council for this important first step towards hardening the grid and protecting the city’s infrastructure.”

After Hurricane Ida, Entergy New Orleans submitted a 10-year, $1B resilience plan. Under the agreement approved today, Entergy New Orleans can begin implementing the two-year $100m plan that the Council has approved. 

The first phase of work, to be completed in 2025-2026, will include 65 individual projects, strengthening 3,096 structures, and upgrading 63 electric line miles. Total cost for the initial tranche is estimated to be $100M over a two-year period. Entergy New Orleans will be providing information on its Resilience website that shows which neighborhoods will benefit from these projects.

There will be no bill impacts for Entergy customers resulting from the projects approved today.

Entergy New Orleans routinely invests in repairs and upgrades to our power infrastructure, but the work beginning under this plan will represent the most comprehensive grid update in the city’s history. When combined with the GRIP grant funded infrastructure projects approved by the Council in January, today’s approval represents a $200M investment in making the grid stronger. Entergy New Orleans has been awarded a Department of ϳԹ grant which will offset $55M of these costs.

Entergy used a data-driven approach to meticulously evaluate thousands of potential storm scenarios to identify these projects, many of which involve replacing existing utility poles with stronger ones designed to withstand higher winds and more extreme weather events.

The anticipated benefits of the overall resilience plan include improvements in the everyday reliability of electric service, and customer savings related to shortening post-storm outages. By mitigating the restoration costs and outages resulting from future extreme weather events, the plan will help shorten evacuations and time away from home and work, ultimately helping New Orleans communities get back on their feet more quickly.

Recognizing this, Entergy New Orleans has spent years making significant improvements to our power delivery infrastructure, an effort that has demanded considerable investment and strategic foresight.

The current grid was designed over 70 years ago, and its infrastructure was not built to withstand the stronger storms that we are seeing with growing frequency. Over the last 50 years, 9 category 4 and 5 hurricanes have hit the US mainland. Six have hit us in the past 5 years. Louisiana alone saw 4 hurricanes hit our coast between 2020-2021.

To improve reliability in the face of more severe storm threats, Entergy New Orleans formed a task force to ensure continuity of service. Tasked with an ambitious 8-year plan, the team embarked on a mission to bolster reliability system-wide.

Improvements in Reliability

Between 2019 and 2023, Entergy New Orleans invested $150 million in strengthening and upgrading our infrastructure and the results of those efforts are clear. Data indicates a 24% improvement in electric service reliability from 2019 to 2023 across our service territory. This progress, measured by the frequency and duration of power interruptions experienced by the average customer, demonstrates the success of our multifaceted approach to maintaining, strengthening, and upgrading the power grid.

Each district within the city has seen improvements over the past year:

District A: 27% improvement

District B: 4% improvement

District C: 18% improvement

District D: 29% improvement

District E: 3% improvement.

The improvements in reliability were achieved while adhering to standards set by our regulators, the New Orleans City Council. The remarkable gains in power delivery stem from targeted efforts to repair and upgrade existing lines throughout the city, prioritizing the lines most in need of repair.

“As we implement these critical upgrades to our power delivery system, we are not just enhancing the efficiency and reliability of our current infrastructure, but also laying the foundation for future growth and innovation,” said Deanna Rodriguez, President, and CEO of Entergy New Orleans. “Continued investment in the power grid is essential to meet the increasing energy demands of our community, to support the integration of renewable resources and to ensure a resilient and sustainable power grid for the future.”

Recent data shows Entergy’s work to prevent power outages from occurring is on an upward trajectory across its service territory in Louisiana, with the company achieving a remarkable 22% statewide improvement in electric service reliability from 2022 to 2023.

This significant leap forward, measured by data that includes how often the average customer experiences an interruption outside of major weather events, shows Entergy’s multifaceted approach to operating, maintaining, strengthening and upgrading the electric system is working.

More specifically, the percentages were calculated using Institute of Electrical and Electronics Engineers (IEEE) standards that measure SAIFI, or the average number of interruptions customers experience. While , data produced using IEEE Standard 1366 is different from the data reported to Entergy’s regulators, the New Orleans City Council and Louisiana Public Service Commission, which is produced using specific requirements that vary across jurisdictions. And while different, the year-over-year data provided to those entities improved as well.

While progress is statewide, there are metropolitan milestones

Looking at SAIFI numbers by region shows the metropolitans served by Entergy in Louisiana saw significant year-over-year improvement, with the Bayou, Greater New Orleans, Greater Baton Rouge, Greater Monroe and Greater Lake Charles regions seeing improvements up to 20%.

NEW ORLEANS – Entergy New Orleans today announced three separate agreements in principle with the New Orleans City Council. The total value provided by the three settlements is $252 million. Though separate, each settlement provides significant and meaningful customer value – $116 million from the SERI settlement; $138 million from the tax matter; and $500,000 from the reliability matter. These agreements include the claims against System ϳԹ Resources, Inc., the Entergy subsidiary that is the majority owner of the Grand Gulf Nuclear Station in Port Gibson, Miss.; the flow-through to customers of the benefits associated with a recent IRS tax settlement; and a long-standing dispute regarding past reliability performance.

“We are pleased to resolve these open issues after constructive conversations with the New Orleans City Council,” said Deanna Rodriguez, president and chief executive officer for Entergy New Orleans. “We appreciate the collaborative effort of all stakeholders in getting to this point, and we look forward to the committee vote next week and to begin flowing the settlement benefits to our customers.”

The settlement with SERI includes a global refund of $116 million as well as a reduction in the future costs charged by SERI to Entergy New Orleans for power from Grand Gulf. The settlement will end years of litigation across several issues.

“I am pleased that we are able to put the SERI litigation behind us,” said Rod West, Entergy group utility president and president of System ϳԹ Resources, Inc. “Some of these cases have been pending for close to a decade and resolving them lets us both provide meaningful refunds and lower rates to customers and stop the costly and time-consuming litigation at the Federal ϳԹ Regulatory Commission,” West added.

Entergy New Orleans has already received some of the $116 million settlement from SERI, and the remaining amount will be refunded once the Federal ϳԹ Regulatory Commission approves the settlement. The lower rates provided for in the settlement will become effective as of June. This agreement is consistent with SERI’s previous settlements with and , which were both approved by FERC and provided significant refunds to customers at a time when energy bills were high due to record usage.

The SERI settlement in principle with the council provides for how the $116 million refund will be credited to customers, with different amounts being credited over different periods of time.

The settlement associated with the IRS tax audit provides for a credit to customers of $138 million, to be paid over time. “We are especially pleased by this settlement because, thanks to the constructive engagement by the council, we were able to avoid litigation over these issues and instead quickly get benefits flowing to customers,” said Rodriguez.

The reliability settlement resolves a long-standing legal dispute between the council and Entergy New Orleans regarding a fine issued by the council. This settlement requires Entergy New Orleans to invest, at its cost, $500,000 in upgrading reliability on its system.

“Entergy New Orleans has made significant improvements in its reliability performance over the past five years, and it made sense to put aside our legal differences over performance predating those improvements,” Rodriguez noted.

Similar to the SERI agreement, the $138 million credit associated with the tax resolution and the $500,000 reliability credit will be used to help lower customer rates. The rate treatment provided by the council will allow customers in New Orleans to enjoy lower energy rates over 25 years.

High voltage transformers are the backbone of our distribution infrastructure as they play a critical role in supplying power to our customers. Without them, the seamless delivery of electricity would not be possible.

The high voltage power transformer benefits customers in the New Orleans East area by providing:

Enhanced Reliability

By adding beneficial redundancy to our infrastructure, this new transformer strengthens the area’s reliability. In the event of an emergency or equipment failure, it ensures there is a secondary source of power available to minimize disruptions for our customers.

Improved Load Distribution

The new transformer will help disperse the area’s power load more efficiently. This means a more balanced distribution of electricity, reducing the risk of overloads and outages during peak demand periods.
