THE WOODLANDS, Texas – In today’s world, electricity is an essential part of our everyday life. People rely on energy to help power everything from electronics and appliances to public transportation and infrastructure. A reliable and resilient power grid is critical to support the rapidly growing energy demand we’re experiencing and strengthening the power grid requires a comprehensive approach.

As part of that approach, the Public Utility Commission of Texas unanimously approved Entergy Texas’ Power Through program on February 20, marking a key milestone in the company’s ongoing efforts to provide more reliable and resilient power to Southeast Texas. Power Through aims to deliver whole-facility backup generation to customer locations at a much lower cost than what it would typically be if a customer were to build a backup solution of their own. Entergy Texas provides maintenance to the units at no additional cost to the facility––making it easy for customers to literally “power through” any outage.

“Power Through is another step in our ongoing efforts to enhance grid reliability for our customers,” said Stuart Barrett, vice president of customer service for Entergy Texas. “This program provides direct benefits to our communities, reinforcing our commitment to delivering innovative, reliable, and affordable energy solutions.”

The benefits of the Power Through program are two-fold:

  • Generators that are installed and deployed as part of the program can provide backup power to essential community facilities like grocery stores, hospitals and nursing homes when outages occur following hurricanes or other extreme weather events.
  • When the generators are not being used to provide host facilities backup power due to an outage, they can be used to provide additional power to the grid in times of high demand that is typically seen during the summer or winter months, benefiting all Entergy Texas customers.

While the PUCT’s approval formally establishes Power Through as an ongoing program, Entergy Texas has already successfully deployed six pilot units that have provided critical backup power during major storms, including Hurricane Laura and Winter Storms Uri and Elliott. These pilot projects, installed at five H-E-B grocery stores and one Lone Star College system campus, have demonstrated the program’s effectiveness in protecting essential services and supporting communities during power outages.

THE WOODLANDS, Texas – A brighter, more resilient energy future is on the horizon for Southeast Texas. On January 16, the Public Utility Commission of Texas unanimously approved Phase I of Entergy Texas’ Texas Future Ready Resiliency Plan. The first phase of the company’s comprehensive resiliency plan will be implemented over a roughly three-year period and includes $137 million in strategic projects to strengthen the Southeast Texas power grid, reduce storm-related outages, and save customers millions in restoration costs over the coming decades. Over the next 50 years, these improvements are projected to reduce outage times by an estimated 1 billion minutes, significantly cutting the time families and businesses spend in the dark after severe weather events.

“This is more than a plan — it’s a promise to our customers that we’re investing in their future,” said Eliecer Viamontes, president and CEO of Entergy Texas. “The PUCT’s approval allows us to continue building a power grid that can withstand today’s challenges and adapt to tomorrow’s needs. This is how we help build a stronger foundation for our communities to thrive, even in the face of extreme weather.”

The first phase of the Texas Future Ready Resiliency Plan will focus on key infrastructure upgrades, including:

  • Stronger distribution lines: Upgrading local distribution and main feeder lines to higher storm-resilient standards.
  • Stronger transmission lines: Rebuilding high-voltage lines and poles to withstand hurricane-force winds.
  • Undergrounding select lines: Moving overhead lines underground in targeted areas.

In addition, Entergy Texas plans to pursue funding from the Texas ϳԹ Fund to implement additional projects at no cost to customers and explore innovative financing options like storm securitization to deliver long-term savings. The company’s approach to balancing affordability with strategic grid improvements proved successful when it recently  through the Department of ϳԹ’s Grid Resilience and Innovation Partnerships program to bolster grid reliability in Port Arthur, a coastal community vulnerable to storms. A portion of these funds will offset the cost of Phase I projects as well.

THE WOODLANDS, Texas – Entergy Texas has been awarded nearly $54 million in federal funding to improve power grid resilience in Port Arthur’s Pear Ridge, Kolbs, and Lakeview neighborhoods. This funding will go toward a resiliency project aimed to help lessen the impact of future extreme weather events in this coastal community. Once completed, the project is designed to reduce outage durations, restoration costs, damage to utility infrastructure, and accelerate recovery after major storms.¬†

The funding comes from the Department of ϳԹ’s Grid Resilience and Innovation Partnerships program, established by the Bipartisan Infrastructure Law. The GRIP program supports projects that make the power grid more flexible and resilient against climate change and the growing threats of extreme weather. This award will match Entergy Texas’ investment on the project with $53.75 million dollars in federal funding.¬†

“By securing this federal funding, we’re helping to keep bills affordable for our customers and building a stronger grid that they can count on,” said Entergy Texas President and CEO Eliecer Viamontes. “Despite not being selected for this award last year, we listened to the feedback, improved our approach, and tried again—because that’s what our customers deserve. This project will benefit not just Port Arthur but the entire Southeast Texas community, reinforcing the Gulf Coast as a key economic hub and improving service for thousands of homes and businesses.”

Benefits of Entergy Texas’ Port Arthur resilience project include:¬†

  • Increased resilience: Improving service resilience for approximately 7,000 homes and businesses by:
    • Upgrading or burying 950 distribution structures;
    • Reinforcing 57 transmission structures;
    • Installing 14 devices to allow faster response to power outages; and
    • Adding a self-healing microgrid with a large battery to manage short-term outages.
  • Faster recovery: Reducing the time customers are without power after storms by approximately 257 million minutes over the next 50 years.¬†
  • Cost savings: Lowering storm recovery costs, saving an estimated $74 million over the next 50 years.
  • Community support: Creating job and training opportunities for residents of disadvantaged Census areas.¬†

“As extreme weather events continue to stress electric systems across the country, the Biden-Harris Administration is using every tool in the toolbox to make sure America’s power grid can provide reliable, affordable power,” said Maria Robinson, Director of DOE’s Grid Deployment Office. “By fortifying critical infrastructure in both distribution and transmission systems to withstand extreme weather events, Entergy Texas will advance a critical step in maintaining reliable power in Port Arthur, a community that has endured some of the country’s most historic weather events.”

Texas and the Gulf Coast have faced several powerful storms this year alone, including Hurricanes Beryl, Francine, Helene, and Milton. These storms and other extreme weather events in recent years highlight the urgent need to strengthen our power systems. 

Entergy Texas’ Port Arthur resilience project also addresses the critical need to improve infrastructure in areas hit hardest by both extreme weather and social and economic challenges. More than 94% of Port Arthur residents live in federally recognized disadvantaged areas. This project will help ensure that improvements to the grid are fairly distributed, giving these communities fair access to more reliable and affordable energy.¬†

“As a city that has faced the repeated devastation of extreme weather, this project comes at a crucial time for Port Arthur,” said Port Arthur Mayor Thurman Bartie. “This funding will provide a critical boost to our infrastructure, ensuring that our residents and businesses are better protected before, during, and after extreme weather events. We’re grateful to Entergy Texas and the Department of ϳԹ for their continued support in making Port Arthur a stronger, more resilient place to live and work.”

As part of this project, Entergy Texas has also developed a multi-phased community benefits plan, which includes the creation of a Community Benefits Working Group made up of community partners. The working group will build on the company’s existing programs and relationships to deliver additional benefits to the Port Arthur community, such as labor engagement, education and job training programs, and financial services to low-income families through partnerships with social services organizations.¬†

Entergy Texas is transforming the power grid on the Bolivar Peninsula, investing $110 million in to enhance reliability and meet rising energy demands. A crucial part of this effort is the introduction of composite poles—an advanced alternative to traditional wooden poles. These poles, made from durable, engineered materials and supplied by , are designed to withstand extreme weather conditions, including hurricanes and wildfires, making them a critical component of the region’s infrastructure upgrade.

“When constructing new infrastructure in an area like the Bolivar Peninsula, which regularly faces harsh weather, we utilize every technology available to build a system that can endure hurricane-level conditions,” says Jim Nicholson, project manager for the Bolivar Peninsula Reliability Project. “Composite poles are a proven technology that hold up to the most severe weather conditions.”

Real-world success: Hurricane Beryl’s Impact

In July 2024, Hurricane Beryl swept through the Bolivar Peninsula with winds reaching 90 mph, testing the resilience of the composite poles. The storm knocked 16 wooden poles out of service, but every composite pole remained standing, requiring little to no maintenance from Entergy Texas crews. 

“When distribution poles stand tall following a severe event, it allows more time for our crews to quickly and safely restore power to affected communities,” said Dustin Shillings, operations coordinator for Entergy Texas.

Local businesses benefit from resiliency investments

The improvements to the Bolivar Peninsula’s electrical grid were a welcome relief for local business owners like Brad Vratis, owner of the Stingaree Restaurant & Marina. His business received over three feet of water during Hurricane Beryl, and while power to his area went out, he was thankful for a quick restoration due to much of the surrounding distribution system remaining intact.

“Entergy Texas is progressing faster with all the infrastructure they’re installing in my area, and it made a huge difference following Beryl,” said Vratis. “It’s a big deal to be able to turn the lights on and have air conditioning as soon as possible following that kind of event. Entergy Texas’ response from day one was clean and complete.”

Our plan for a more resilient energy future

As severe weather events in Texas become more frequent, the need for a resilient power grid is more urgent than ever. Entergy Texas developed a comprehensive strategy labeled the Texas Future Ready Resiliency Plan to better protect the Southeast Texas grid from extreme weather and support the region’s growing energy needs. Phase I of the plan was submitted to the Public Utility Commission of Texas for approval in June of this year, prior to Hurricane Beryl. If approved, the investments included are projected to save $129 million in storm restoration costs and reduce power outage durations by 4.5 billion minutes over the next 50 years.

THE WOODLANDS, Texas – Extreme weather has become more frequent and severe in Texas. According to the National Centers for Environmental Information, there have been from 1980 to June 2024, including hurricanes and winter storms. These extreme events, coupled with an increased dependence on electricity to power homes, businesses, and essential services, underscore the need for an even more resilient electrical grid.

To better protect the Southeast Texas power grid from extreme weather and improve service reliability, Entergy Texas recently with the Public Utility Commission of Texas for approval of Phase I of its comprehensive Texas Future Ready Resiliency Plan. Once approved, the investments included in Phase I are expected to benefit customers by decreasing future storm restoration costs by approximately $129 million and reducing the duration of power outages following significant weather events by 4.5 billion minutes over the next fifty years.  

“The increasing frequency and cost of storm restoration, the increasing impact from prolonged outages and recently passed state legislation demonstrate that now is the optimal time to pursue key grid hardening investments,” said Eliecer Viamontes, president and CEO of Entergy Texas. “While Entergy Texas has historically invested in the reliability and resiliency of its generation, transmission, and distribution systems, significant and emerging circumstances support the need to accelerate the pace of these investments. Our comprehensive Resiliency Plan creates stronger communities while managing customer bill impacts.”

Phase I of the company’s Resiliency Plan is a multiyear proposal that includes six key measures to prevent, withstand, and recover from damage imposed by significant storm events.¬†¬†¬†

  • Distribution feeder hardening: Rebuilding main feeder lines to a storm-resilient overhead design standard.
  • Lateral hardening: Rebuilding neighborhood distribution lines to a storm-resilient overhead design.
  • Transmission rebuild: Replacing poles with higher wind-rated structures and equipment on high-voltage lines.
  • Lateral undergrounding: Undergrounding select overhead neighborhood lines.
  • Substation control house remediation: Hardening substations by upgrading roofs to meet wind standards.
  • Targeted vegetation management: Proactive inspections and trimming to mitigate vegetation-related outages and wildfire risks.

The accelerated hardening projects included in Phase I total a $335 million investment in the Southeast Texas power grid. To minimize the impact on monthly customer bills, Entergy Texas plans to seek $198 million in non-ERCOT grants from the Texas ϳԹ Fund to help finance these projects. The company has also applied for federal dollars under the Department of ϳԹ’s Grid Innovation and Resilience Partnerships program to invest more than $107 million to strengthen the Port Arthur grid, a portion of which would offset the cost of hardening projects included in Phase I. Entergy Texas continues to look for innovative ways to lessen the storm risks and costs for its coastal communities. Another example involves exploring an expedited storm securitization process, which could save customers millions of dollars over the long term compared to traditional financing methods.

Since the early 2000s, Entergy Texas has been making strategic investments to make the Southeast Texas power grid more resilient. Recent projects include the on the Bolivar Peninsula, which is raised on platforms to better withstand potential storm surges, and the in the Port Arthur community to withstand weather events as strong as a Category 4 hurricane.

“The City of Port Arthur holds dear the commitment by Entergy Texas in our joint partnership to harden the Southeast Texas power grid and build a more resilient energy future for our community,” said Thurman Bartie, mayor for the City of Port Arthur.

“We are grateful that Entergy Texas is planning for the future and staying a ‘STEP Ahead’ of growing electrical needs in Beaumont,” said Roy West, mayor for the City of Beaumont. “Because of Entergy Texas’ hard work, Beaumont and the entire Southeast Texas area continue to have a bright energy future.”

El dicho también es cierto cuando se trata del aumento de la demanda de energía. Debido al extraordinario crecimiento en todo el estado, concretamente en el Sureste de Texas, necesitamos más electricidad, y la necesitamos rápido. El Sureste de Texas está en una posición inmejorable para crear miles de nuevos y mejores puestos de trabajo e impulsar el desarrollo económico, pero nuestro éxito depende en gran medida de que haya energía suficiente.

Entergy Texas ya ha tomado medidas significativas para apoyar la creciente demanda de energía. En 2021, inauguramos una planta de electricidad de gas natural de 993 megavatios en el condado de Montgomery y adquirimos una instalación solar de 150 megavatios en el Condado de Polk. Nuestra Estación de Energía Avanzada del Condado de Orange, una planta de gas natural de 1.215 megavatios que se está construyendo en Bridge City, abrirá sus puertas en 2026. ¿Pero sabe qué? Para seguir el ritmo de crecimiento de nuestra zona, somos conscientes de que Entergy Texas debe ir un PASO por Delante en la planificación de las futuras necesidades energéticas de nuestros clientes.

Todo lo que hacemos empieza siempre por cómo repercuten nuestras acciones en el cliente, por eso el Paso 1 de nuestro plan se enfoca en mantener las tarifas asequibles. Nuestras tarifas se han mantenido siempre por debajo de la media nacional y estatal, y nuestro objetivo es mantener esa posición durante el desarrollo del plan STEP Ahead.

El Paso 2 tiene que ver con la velocidad. Para alcanzar el aumento del 40% de la capacidad de generación en 2028, tenemos que empezar AHORA. No se puede construir una planta de electricidad de la noche a la mañana, así que es esencial que actuemos con rapidez. Las empresas de servicios públicos de todo el mundo están realizando inversiones similares. Para que Texas siga siendo competitivo y evitar las limitaciones de la cadena de suministro, tenemos que mantenernos a la cabeza de la fila de materiales y trabajadores clave.

El Paso 3 consiste en garantizar la fiabilidad de la energía, que debe estar disponible 24/7. El Paso 4 reconoce que también tenemos que garantizar que la generación renovable se incluya en esta nueva cartera de energía. Proponemos dos nuevas plantas solares con una potencia combinada de 311 megavatios. Las industrias que el sureste de Texas recluta para la creación de empleo ahora exigen la energía solar y otras formas de generación de energía renovable para ubicar nuevas inversiones, y una mayor variedad de fuentes de generación protege a nuestros clientes de la volatilidad de los precios en una sola fuente.

El Paso 5 reconoce lo importante que es construir las líneas de transmisión o “autopistas” necesarias para transportar la energía de forma más directa y rápida a las zonas de rápido crecimiento del sureste de Texas. 40 in 4: The Southeast Texas energy challenge… and the solution /blog/40-in-4-southeast-texas-energy-challenge-solution Thu, 20 Jun 2024 02:43:00 +0000 /40-in-4-southeast-texas-energy-challenge-solution The old saying goes “everything is bigger in Texas.” The saying is true when it comes to the surge in the demand for power, too. Because of extraordinary growth throughout the state, specifically in Southeast Texas, we need more electricity, and we need it fast. Southeast Texas is in a great position to create thousands of new and better jobs and boost economic development, but our success relies heavily on sufficient power.

Entergy Texas has already taken significant steps to support the rising power demand. In 2021, we opened a 993-megawatt natural gas plant in Montgomery County and acquired a 150-megawatt solar facility in Polk County. Our Orange County Advanced Power Station, a 1,215-megawatt natural gas plant under construction in Bridge City, is set to open in 2026. But guess what? That’s still not enough. 

We expect our customer base to grow significantly over the next few years, which requires an additional 1,600 megawatts of generation capacity by 2028. To put that in perspective, 1,600 megawatts represent approximately 40% of Entergy Texas’ current generation capacity.  This means there’s a need for a 40% increase in just four short years. Our answer to this time-sensitive challenge is a six-step plan we call the Southeast Texas ϳԹ Plan or the STEP Ahead plan. To keep up with the growth of our area, we realize that Entergy Texas must stay a STEP Ahead in planning for our customers’ future power needs.  

Everything we do always starts with how our actions impact the customer, which is why Step 1 of our plan focuses on keeping rates affordable. Our rates have consistently been below the national and state averages, and our goal is to maintain that position during the buildout of the STEP Ahead plan.  

Step 2 is about speed. To hit the 40% increase in generation capacity by 2028, we have to start NOW. You can’t build a power plant overnight, so it’s essential that we act quickly. Utilities around the globe are making similar investments. In order for Texas to remain competitive and avoid supply chain constraints, we need to stay in the front of the line for key materials and workers.  

Step 3 is about making sure we have dispatchable, 24/7 power for reliability. In early June, we filed an application with the Public Utility Commission of Texas to seek approval of two state-of-the-art natural gas power plants named Legend and Lone Star. The design of these plants will enable carbon capture and hydrogen technology to help meet customer sustainability goals and position Entergy Texas to comply with current and potential changes to federal regulatory requirements.  This approach shows we’re not just planning to build, we’re planning to build smart.

Step 4 recognizes that we also need to ensure renewable generation is included in this new power portfolio. We are proposing two new solar power plants with a combined output of 311 megawatts. The industries Southeast Texas recruits for job creation are now requiring solar and other forms of renewable power generation for siting new investments, and a wider variety of generation sources protects our customers from price volatility in just one source.  

Step 5 acknowledges how important it is to build transmission “highway” lines necessary to transport power more directly and quickly to the fast-growing areas of Southeast Texas. Our plan calls for upgrading existing transmission infrastructure and installing new transmission lines to improve reliability and route power where it needs to go. While most Texans are connected to the Electric Reliability Council of Texas (ERCOT) power grid, Entergy Texas operates under the Midcontinent Independent System Operator (MISO) power grid. This allows us to draw power from out-of-state, when necessary, which benefits our customers. 

Step 6 acknowledges that Southeast Texas is seeing an increasing number of severe storms. We developed a multi-year resiliency plan to reduce restoration costs and the duration of weather-related outages. Details will be announced in our filing with the PUCT in the coming days, but part of the plan includes leveraging utility grants from the recently passed Texas ϳԹ Fund to make the necessary resiliency investments affordable. In the end, we know customers will get the most from the new generation and transmission investments as we harden the rest of our power grid to withstand extreme weather events.

So, as you can tell, these next four years are crucial. This challenge is about more than just keeping the lights on. It’s about supporting our growing population and industries, creating new and better jobs, and dealing with the extreme weather that seems to hit us more often each year. If we don’t act quickly, we could face additional challenges like frequent blackouts, higher energy costs, and even economic downturns. By supporting investments to build more generation, diversify our generation portfolio and strengthen the grid, we can ensure that Southeast Texas has the power it needs to thrive. Together, we can build a brighter energy future for our communities. 

But we can’t wait. The time to act is now.

THE WOODLANDS, Texas – Southeast Texas is experiencing extraordinary economic and population growth, leading to a significant rise in electricity demand and the urgent need for Entergy Texas to add in four years. To help address this challenge, Entergy Texas filed an application with the Public Utility Commission of Texas to seek approval of two state-of-the-art natural gas power plants to be named Legend and Lone Star.

“The Legend and Lone Star Power Stations will address the critical need for increased power generation capacity, support increased economic activity throughout the region, and pave the way for sustainable energy solutions that will benefit Southeast Texas for decades to come,” said Eliecer Viamontes, president and CEO of Entergy Texas. “These future-forward projects are projected to save customers approximately $370 million over the lifespan of the plants.”

The Legend Power Station is a 754-megawatt combined cycle combustion turbine facility that will be located in Port Arthur, Texas. As a commitment to modernizing the way Entergy Texas serves its customers, this project will be carbon capture-enabled and feature a hydrogen-capable combustion turbine. Upon completion, the $1.46 billion investment will produce enough reliable and sustainable energy to power nearly 190,000 homes–adding a significant amount of generation capacity to the Southeast Texas power grid while striving to minimize environmental impacts.

The Lone Star Power Station is a 453-megawatt combustion turbine facility that will be located near Cleveland, Texas. The $735 million investment to further modernize the power grid features a hydrogen-capable combustion turbine. Once operational, Lone Star’s cutting-edge technology will provide enough efficient and affordable energy to power over 110,000 homes.

These proposed 24/7 dispatchable power generation resources are expected to be in service by 2028 and will bring a total of $2.8 billion in economic benefits to the region. BOLIVAR PENINSULA, Texas – Bolivar Peninsula residents will soon benefit from a new distribution substation located near Surfside Drive, which is close to the Big Store on Hwy 87 in the Crystal Beach community. Entergy Texas expects to complete construction on its Palms substation in June, which will help improve service reliability and increase the amount of electricity the company is able to provide during high-demand seasons like winter and summer.

“The Palms substation is specifically designed to the latest storm resiliency standards and raised on platforms to better withstand potential storm surge,”¬†said Jim Nicholson, project manager at Entergy Texas.¬†“This enhanced infrastructure will be able to withstand the more severe storms that continue to impact Southeast Texas. If we do encounter storms and the power goes out, the new substation will serve as another source to shorten outage durations and get the lights back on faster for our customers.”

Construction of the Palms substation started in June 2023. The completion of the project will serve as a significant milestone for Entergy’s¬†. This $110 million project is a combination of new construction and equipment upgrades aimed to enhance the reliability and resiliency of Entergy Texas infrastructure and support the growing electrical demand in Bolivar communities.
